EU AI Act Training | Article 4 AI Literacy | AI Governance | AI Risk Management | DORA | Generative AI
Develop AI Literacy. Strengthen Regulatory Competence. Enable Responsible AI.
Artificial intelligence is transforming the financial services industry. Banks, insurance companies, asset managers, investment firms and payment institutions increasingly use AI for creditworthiness assessments, insurance underwriting, fraud detection, anti-money laundering, investment analysis, customer services and internal business processes.
These developments create opportunities for innovation and efficiency. They also introduce new responsibilities for management, employees and specialist control functions.
Financial institutions need personnel who understand how artificial intelligence works, recognise its opportunities and risks, and can apply relevant regulatory requirements in their day-to-day activities.
Article 4 of the European Union’s Artificial Intelligence Act (EU AI Act) requires providers and deployers of AI systems to take measures supporting the development of AI literacy among relevant personnel and other persons operating or using AI systems on their behalf.
The applicable approach should reflect the individuals’ technical knowledge, experience, education and training, the context in which AI systems are used and the persons potentially affected.
Leitner & Associates, a professional service of Andreas Leitner GmbH, provides specialist AI training and professional development for banks, insurance companies, asset managers, investment firms, leasing and factoring companies, payment institutions and other regulated financial services providers.
Our training programmes combine the EU AI Act, Germany’s AI Market Surveillance and Innovation Promotion Act (KI-MIG), DORA and relevant financial-sector requirements with practical examples of AI applications, governance and risk management.
We offer open seminars, in-house training, live webinars, eLearning and executive workshops, tailored to employees, senior management and specialist control functions.
Understand AI. Recognise the risks. Apply regulatory requirements.

AI Literacy Under Article 4 of the EU AI Act
What Does the EU AI Act Require?
Article 4 of Regulation (EU) 2024/1689, as amended by Regulation (EU) 2026/1744, establishes an obligation for providers and deployers of AI systems to take measures supporting the development of AI literacy.
The provision has applied since 2 February 2025.
AI literacy encompasses the knowledge, skills and understanding needed to use and deal with artificial intelligence in an informed manner, including awareness of its opportunities, limitations, risks and potential adverse effects.
When determining appropriate measures, organisations must consider:
- The AI systems being developed, provided or deployed
- The intended purpose and context of those systems
- The organisation’s role as an AI provider or deployer
- The technical knowledge and experience of relevant personnel
- Existing education, training and professional competence
- The responsibilities of employees and other relevant persons
- The risks associated with the AI systems concerned
- The individuals and groups potentially affected by their use
Article 4 does not prescribe a single training programme, a fixed number of training hours, a universal annual refresher course or a specific external certification.
Nor does the provision require organisations to guarantee a particular level of AI literacy for every individual.
Nevertheless, financial institutions should establish appropriate measures reflecting the nature and risks of the AI applications they use.
A structured, role-specific training programme can support the implementation of these measures and provide useful evidence of the institution’s approach.
Why AI Literacy Matters in Financial Services
Artificial intelligence can influence decisions affecting customers, counterparties, employees and financial markets.
An employee using a generative AI assistant for internal documentation faces different risks from a credit officer reviewing an AI-generated creditworthiness assessment or an insurance specialist overseeing automated pricing decisions.
Similarly, Compliance Officers, Risk Managers, Information Security Officers and Internal Auditors require more specialised knowledge than employees using AI for routine administrative tasks.
Effective AI literacy therefore requires differentiated training based on responsibilities, AI applications and relevant risks.
Leitner & Associates helps financial institutions translate these requirements into practical training programmes that complement existing governance, risk management and compliance arrangements.

Frequently Asked Questions About AI Training & AI Literacy
Is AI literacy mandatory under the EU AI Act?
Article 4 of the EU AI Act requires providers and deployers of AI systems to take measures supporting the development of AI literacy among relevant personnel and other persons dealing with AI systems on their behalf.
The provision has applied since 2 February 2025.
The measures should reflect the relevant individuals’ knowledge, experience, responsibilities and context of AI use.
Does Article 4 require mandatory AI training for every employee?
Article 4 does not prescribe a universal training course for every employee.
Organisations must determine appropriate AI literacy measures based on the AI systems used, relevant roles, existing competence and associated risks.
Training may form an important part of these measures, alongside internal guidance, practical instruction and other appropriate initiatives.
Is an AI literacy certificate required by law?
No. Article 4 does not require a specific external AI literacy certificate or mandatory certification programme.
Certificates of attendance and completion records may nevertheless be useful as evidence of the training activities undertaken.
They do not, by themselves, establish compliance with every applicable AI Act requirement.
Is annual AI refresher training mandatory?
Article 4 does not prescribe a universal annual refresher course.
However, organisations should reassess their AI literacy measures when relevant circumstances change, including the introduction of new AI applications, changes to existing systems, emerging risks or regulatory developments.
Separate training requirements under other applicable legislation may also need to be considered.
What AI training should senior management receive?
Management training should reflect the institution’s AI strategy, risk profile, governance responsibilities and use of AI systems.
Relevant subjects may include AI regulation, risk management, governance, human oversight, third-party dependencies, operational resilience and management reporting.
What training is required for high-risk AI systems?
Where the relevant requirements apply, Article 26(2) requires deployers of high-risk AI systems to assign human oversight to persons with the necessary competence, training, authority and support.
Training should therefore address the specific AI system, its capabilities and limitations, applicable oversight procedures, the interpretation of outputs and intervention responsibilities.
Does DORA require employee training?
Yes. Article 13(6) DORA requires financial entities within its applicable scope to establish ICT security awareness programmes and digital operational resilience training as compulsory components of staff training arrangements.
AI-related ICT risks should be considered within these programmes where relevant.
These DORA obligations are distinct from the general AI literacy provisions of Article 4 of the EU AI Act.
Does BaFin supervise AI literacy under the EU AI Act?
Germany’s KI-MIG assigns BaFin market surveillance responsibilities for specified AI systems directly connected with regulated financial activities involving designated supervised financial institutions.
The relevant supervisory responsibilities depend on the statutory scope and applicable requirements.
Financial institutions should therefore be prepared to explain their AI governance and AI literacy measures where these fall within the relevant supervisory remit.
Can AI literacy training be delivered through eLearning?
Yes. eLearning can be an appropriate way to provide AI literacy content, particularly where financial institutions need consistent delivery across larger or geographically distributed teams.
The suitability of eLearning depends on the subject matter, target group, existing competence and the complexity and risks of the AI systems involved.
Specialist or high-risk applications may warrant additional practical instruction.
Can AI training be combined with existing compliance training?
Yes. AI literacy content can be integrated into existing compliance, risk management, information security and regulatory training arrangements.
However, organisations should consider whether specialist modules are needed for particular AI applications, responsibilities or regulatory requirements.
What documentation should financial institutions maintain?
Institutions may maintain AI literacy policies, training needs assessments, learning objectives, training materials, attendance records and relevant knowledge assessments.
The appropriate records depend on the organisation’s circumstances and applicable obligations. Article 4 itself does not impose one universal documentation or certification format.
Can Leitner & Associates develop a complete AI literacy programme?
Yes. We support financial institutions with training needs assessments, role-specific programme design, training delivery, learning materials, competency matrices and relevant participation records.
Training programmes can be integrated into existing governance and professional development arrangements.
